That is the norm. We start by cleaning and agreeing definitions — what exactly is a "qualified lead" or a "closed deal"? — because a dashboard built on contradictory data produces wrong decisions with high confidence.
Both are on the table. Power BI is excellent for exploratory analysis; a custom dashboard is better when it must be embedded in your system, tied to user permissions, and support actions taken from within the dashboard itself.
Fewer than you expect. Typically 5 to 9 headline metrics on the first screen, with the rest at deeper levels. Crowding kills attention and hides what matters.
